What Is the Highly Skilled Migrant Visa?
The Highly Skilled Migrant (HSM) visa, known in Dutch as the Kennismigrant, is a fast-track work permit for non-EU professionals with a job offer from a recognised Dutch sponsor employer. It's one of Europe's most streamlined work visa processes — the IND (Dutch immigration authority) aims to process applications in just 2 weeks.
Salary Requirements (2025)
| Applicant Age | Minimum Monthly Gross Salary |
|---|---|
| 30 years and older | €5,331/month |
| Under 30 years | €3,909/month |
| After graduating in the Netherlands | €2,801/month (orientation year) |
The 30% Tax Ruling — A Major Benefit
One of the Netherlands' biggest draws for international talent is the 30% ruling (30%-regeling). If you're hired from abroad, up to 30% of your salary can be paid tax-free as a reimbursement for "extraterritorial costs." This effectively reduces your income tax burden significantly for up to 5 years.
Application Process
- Your Dutch employer must be a recognised IND sponsor (most international companies already are)
- Employer submits the HSM application to the IND on your behalf
- IND processes in approximately 2 weeks
- You receive an authorisation for temporary stay (MVV) if you're from a visa-required country
- Travel to the Netherlands and collect your residence permit within 3 days of arrival
Path to Permanent Residency
After 5 years of legal residence in the Netherlands, you can apply for permanent residency (permanent verblijf). After 5 years of permanent residency, you can apply for Dutch citizenship — which gives you full EU passport rights.

Best Cities for Expats in the Netherlands
Amsterdam
The obvious choice — international, English-friendly, world-class culture and nightlife. Home to major tech companies (Booking.com, TomTom, Adyen) and a huge expat community. The most expensive but arguably the best quality of life.
Eindhoven
The tech and design capital — home to ASML, Philips, and a booming startup scene. More affordable than Amsterdam, a young international population, and excellent cycling infrastructure. Increasingly popular with tech professionals.
Rotterdam
Europe's largest port city has transformed into a modern, architecturally stunning city. More affordable than Amsterdam with excellent transport links and a diverse, international population.
