What Is the Highly Skilled Migrant Visa?

The Highly Skilled Migrant (HSM) visa, known in Dutch as the Kennismigrant, is a fast-track work permit for non-EU professionals with a job offer from a recognised Dutch sponsor employer. It's one of Europe's most streamlined work visa processes — the IND (Dutch immigration authority) aims to process applications in just 2 weeks.

Key Facts
Processing in ~2 weeks · Employer must be IND-recognised sponsor · Valid up to 5 years · Leads to permanent residency after 5 years · 30% tax ruling available for first 5 years

Salary Requirements (2025)

Applicant AgeMinimum Monthly Gross Salary
30 years and older€5,331/month
Under 30 years€3,909/month
After graduating in the Netherlands€2,801/month (orientation year)

The 30% Tax Ruling — A Major Benefit

One of the Netherlands' biggest draws for international talent is the 30% ruling (30%-regeling). If you're hired from abroad, up to 30% of your salary can be paid tax-free as a reimbursement for "extraterritorial costs." This effectively reduces your income tax burden significantly for up to 5 years.

Pro Tip
The 30% ruling must be applied for within 4 months of starting your Dutch employment. Your employer applies on your behalf. Don't miss this window — it can save you thousands of euros per year in taxes.

Application Process

  1. Your Dutch employer must be a recognised IND sponsor (most international companies already are)
  2. Employer submits the HSM application to the IND on your behalf
  3. IND processes in approximately 2 weeks
  4. You receive an authorisation for temporary stay (MVV) if you're from a visa-required country
  5. Travel to the Netherlands and collect your residence permit within 3 days of arrival

Path to Permanent Residency

After 5 years of legal residence in the Netherlands, you can apply for permanent residency (permanent verblijf). After 5 years of permanent residency, you can apply for Dutch citizenship — which gives you full EU passport rights.
